Job Summary

Come work as a Finance Manager, Vancouver Coastal Health Research Institute with Vancouver Coastal Health (VCH)!

 

Within the context of the strategic direction and the vision and values of the Vancouver Coastal Health Research Institute (VCHRI) and the Vancouver Coastal Health Authority (VCHA), the Finance Manager, VCHRI is responsible for the strategic and operational planning as well as development of policies and procedures for accounting services and reporting for VCHRI. This position functions in a complex and dynamic healthcare environment and plays a key operations role in providing linkages between VCHRI and VCHA Financial Services. In addition, the Finance Manager plays a leading role in the provision of expertise in accounting standards as well as analysis and standardization of policies and practices for accounting operations within VCHRI. The Finance Manager is responsible for leading a team of accounting staff and ensures the effective and efficient delivery of accounting services for VCHRI.

 

The Finance Manager, VCHRI reports directly to the Executive Director, VCHRI, with a dotted line reporting relationship to the Director of General Accounting Services, VCHA. Primary working relationships are with VCHA Financial Services, University of British Columbia (UBC) Finance and Research Principal Investigators (PI’s).

 

As a Finance Manager, Vancouver Coastal Health Research Institute with Vancouver Coastal Health you will:

  • Overseeing day to day finance operations and reporting for VCHRI and making recommendations for financial reporting and analysis needed to support the strategic plans; preparing summary reports regarding the findings resulting from the analysis performed along with suggested corrective action required.
  • Supervising designated staff by establishing clear role and responsibility definitions, reviewing workload assignments, and adjusting schedules according to workload to ensure levels meet operational requirements. 
  • Creating an environment and systems/channels that foster growth, development, productivity, knowledge sharing, satisfaction and the valuing of team members and fostering a positive working environment, including seeking opportunities to reward and recognize team and individual contributions, listening to the team’s concerns and enabling decision making at the front line.
  • Developing strategic plans and goals consistent by taking a lead role in the analysis of current situation and future requirements for financial services, initiating the development of specific goals and objectives, and setting priorities for planning and implementing strategies. 
  • Maintaining constant contact with Principal Investigator's to direct, consult, instruct, and facilitate and ensuring accurate and timely financial reporting and control of transactions related to VCHRI.
  • Developing long and short-term work planning and control procedures to ensure critical period-end and year-end accounting and reporting deadlines are met.
  • Ensuring all internal financial schedules and information required by the external auditors are prepared in a timely and accurate fashion to minimize audit fees and reviewing external auditor’s internal control reports and recommending changes to VCHA Financial Services.
  • Establishing internal controls to protect the organization’s resources and assets and ensure the accuracy and reliability of information including the integrity of data in the processing systems. This will include recommending accounting policies and ensuring systems and procedures have adequate controls and that processing is done effective and efficiently.
  • Ensuring full compliance with the VCHA’s and VCHRI’s policies and procedures and statutory/regulatory/contractual requirements, flagging areas of non-compliance and making recommendations to resolve the issues.
  • Leading ongoing reviews of policies and procedures related to maintaining adequate internal controls in VCHRI and assessing procedures for effectiveness and efficiency.
  • Performing financial and statistical analysis of the financial status of programs by reviewing workload and financial results in comparison with the budget, profitability, efficiency and productivity. 
  • In conjunction with the Director, VCHRI and VCH Financial Services, performing ongoing system reviews for all financial systems and processes by reviewing requirements for integration with other systems, working with other departments and hospital groups to ensure requirements are met, assisting with the implementation of financial systems and processes, including developing implementation plans and timelines, reviewing information and making recommendations to maximize effectiveness.
  • Attending and participating in a wide variety of meetings ranging from program committee meetings, and regional committees to provide financial information/perspective and participating in decision making.
  • Ensuring services are provided in the most efficient manner by reviewing funding disbursement policies and procedures, recommending changes, and implementing approved policies and procedures.
  • Other related duties as required. 

Qualifications

Education & Experience

  • Bachelor’s degree in Business Administration or related field plus completion of a professional accounting designation (C.A., C.G.A. or C.M.A.).
  • Five to seven (5-7) years’ recent, related management experience in a large, complex, unionized environment or an equivalent combination of education, training and experience.

  • Extensive knowledge of business administration.
  • Advanced technical computer skills in spreadsheet and database usage.
  • Excellent analytical skills and evaluation skills.
  • Broad knowledge of generally accepted accounting principles, financial, administrative and contract management, audit and program evaluation principles and practices.
  • Ability to adapt information to the interests and understanding of staff, managers, directors, and contracted agencies.
  • Physical ability to perform the duties of the position.
