Vancouver Coastal Health is looking for a Director, Resident Doctors Employment Affairs Office to join the team.

This is a unique opportunity to shape how Resident Doctors are supported as employees and integrated into healthcare services and clinical learning environments across British Columbia. Reporting to the Vice President, Medicine and Academic Affairs, Vancouver Coastal Health (VCH) through the Provincial Resident Doctors Employment Affairs Office (REAO) leadership structure, the Director, Resident Doctors Employment Affairs provides strategic and operational leadership for the administration, integration and continuous improvement of Resident Doctor employment affairs province-wide.

As the provincial Employer of Record, Vancouver Coastal Health holds employment accountability for Resident Doctors who train and provide care across BC’s health authorities and clinical sites. The Director will lead the development of the governance, systems and operating practices required to translate that accountability into a consistent and coordinated employment experience across a complex, distributed environment.

 

Operating within a collaborative leadership model, the Director works in dyad partnership with the Medical Director, REAO, and in close strategic partnership with VCH People team leaders. Together, they integrate medical, operational, workforce, labour-relations and employment perspectives to advance a coordinated provincial approach to Resident Doctor employment.

The Director provides strategic leadership, operational oversight and advice to provincial and organizational leaders regarding Resident Doctor employment, workforce planning, system integration and emerging priorities. The role oversees provincial employment systems, governance frameworks and operational standards while developing and sustaining the relationships required to advance effective clinical learning environments and successfully integrate Resident Doctors within healthcare services across BC.

Resident Doctors occupy the intersecting roles of employee, authorized clinical learner and provider of patient care. The Director will navigate the complexity created by these overlapping accountabilities, working across health authorities, universities and residency programs to resolve ambiguity, clarify responsibilities and establish practical approaches that align employment obligations, educational requirements and clinical operations.

 

Working closely with VCH People teams, provincial health authorities, academic partners, Resident Doctors of BC and the Ministry of Health, the Director will ensure that provincial employment frameworks support high-quality patient care, safe and respectful workplaces, and excellence in postgraduate medical education.

As a Director, Resident Doctors Employment Affairs Office with Vancouver Coastal Health you will:

 

Strategic Leadership and System Integration

  • Provide strategic leadership for Resident Doctors employment affairs across British Columbia.
  • Lead the development of provincial operational frameworks, standards, and practices supporting the effective employment and integration of Resident Doctors across health authority environments.
  • Provide strategic advice to senior leaders regarding resident employment, workforce planning, healthcare system integration, and emerging provincial priorities.
  • Represent employer interests with provincial partners, government, health authorities, academic institutions, and other interested parties.
  • Provide operational leadership supporting employer-related aspects of postgraduate medical education accreditation.
  • Partner with the People team and provincial health authorities to lead the development of provincial operational frameworks, standards, and practices that support consistent Resident Doctors employment experiences across British Columbia.

Governance, Employment Affairs and Risk Management

  • Work with the People team to lead the development and sustainment of employment governance frameworks, labour relations strategies, workplace wellness, health and safety practices, and employment policies that support Resident Doctors across British Columbia.
  • Oversee frameworks for managing complex, sensitive, and high-risk employment matters involving Resident Doctors.
  • Identify organizational and provincial risks and leads mitigation strategies that support safe, respectful, and effective clinical learning environments.
  • Work closely with the People team and operational leaders to ensure appropriate application of employment practices and labour relations frameworks.
  • Collaborate with People leaders to ensure consistent application of employment legislation, collective agreement provisions, and organizational policies across health authorities.

Strategic Relationships and System Partners

  • Build and sustain strategic relationships with provincial health authorities, universities, Resident Doctors of BC, the Ministry of Health, and other key partners.
  • Work collaboratively with the People team to advance provincial partnerships with health authorities, academic institutions, Resident Doctors of BC, and government stakeholders regarding resident employment and workforce matters.
  • Lead collaborative initiatives where healthcare delivery, workforce planning, and postgraduate medical education intersect.
  • Serve as a senior advisor and representative on provincial committees and working groups (e.g., Council on Resident Education in Medical or CORE-Med) and advances provincial alignment and coordination among system partners involved in Resident Doctors employment and training environments.

Accreditation, Quality and Learning Environments

  • Provide operational leadership supporting employer-related aspects of postgraduate medical education accreditation.
  • Partner with the People team and Indigenous Health leaders to advance initiatives that support workplace wellbeing, psychological health & safety, equity, diversity and inclusion, Indigenous Cultural Safety, and healthy clinical learning environments.
  • Lead initiatives that strengthen the quality, safety, consistency, and effectiveness of clinical learning environments.
  • Promote continuous improvement through evaluation, performance measurement, and evidence-informed decision-making.

Operational Excellence and Service Delivery

  • Provide leadership and direction to the Resident Doctors Employment Affairs Office.
  • Establish service standards, performance expectations and metrics, operational priorities, and accountability frameworks.
  • Oversee provincial employment administration systems, processes, reporting structures, and quality improvement initiatives.
  • Ensure effective stewardship of financial, human, and operational resources.
  • Performs other related duties as assigned.

Qualifications

Education & Experience

  • A master’s degree in health administration, human resources, public administration, business administration, law, or a related field, supplemented by ten (10) years of progressive leadership experience in healthcare, academic medicine, labour relations, or complex public-sector organizations, or an equivalent combination of education and experience.
  • Demonstrated experience leading provincial or multi-organizational initiatives, building strategic partnerships, navigating complex governance environments, and providing executive-level advice on workforce, employment, and organizational issues.

Knowledge & Abilities

  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups
  • Demonstrated experience leading, developing and implementing change through collaboration and respectful work relationships with internal and external partners and agencies
  • Demonstrated experience in health administration and leadership, governance, labour relations, occupational health and safety and complex multi-stakeholder environments
  • Uses sound business acumen to manage the fiscal resources in a manner that is financially responsible and consistent with the overall goals of the organization
