The Program Medical Director, Vancouver Community Urgent & Primary Care Centres (UPCC) and Primary Care, provides clinical and medical administrative leadership at the program level for services within their portfolio. Reporting to the Senior Medical Director, Vancouver Community, they are accountable within the VP Medicine portfolio at Vancouver Coastal Health. Within this role, the Program Medical Director holds individual responsibility for quality and clinical services delivered by medical providers (physicians and nurse practitioners), while operating within a shared leadership model alongside the operations and broader leadership teams.
The Services will be provided at the 520 West 6th Avenue Central Offices, other VCH facilities, and associated clinics and sites. It is expected that, on average, the time required to perform the Services will be approximately twenty-six (26) hours per week.
As Program Medical Director, Vancouver Community Urgent & Primary Care Centres and Primary Care Networks with Vancouver Coastal Health, you will:
Develop a vision and strategies in collaboration with operation leaders that ensure integrated and sustainable programs and services consistent with established priorities and the vision, values and strategic direction of the organization.
Establish an effective workforce plan in collaboration with key partners and stakeholders that ensures the ongoing availability of qualified and technically competent medical and other designated staff within the context of operational demands and environmental and resource constraints.
Assume overall leadership for medical activities within the programs/services in accordance with the Standards and Code of Ethics adopted by the College of Physicians and Surgeons of British Columbia to ensure that priorities are addressed and the programs/services goals are achieved.
Lead the identification of educational needs for medical staff within the programs/services and facilitates teaching and research activities focused on incorporating best practices based on evidence into care delivery.
Participate in the development and successful management of capital and operating budgets to complement strategic directions within existing fiscal constraints.
Ensure an appropriate and effective medical performance management system, with clear medical quality, risk, process and utilization management indicators and performance objectives, is in place to assess the delivery of services within an interdisciplinary and multi-site environment.
Implement integrated credentialing policies, standards and practices for medical staff within the programs/services in compliance with accreditation and professional standards as well as codes of ethics.
Create and guide the implementation of effective strategies for continuous improvement of medical services, standards and practice within the programs/services to encourage best practices, improve clinical outcomes, and achieve defined standards of care.
Foster strategic and working relationships with internal and external stakeholders that result in sharing of knowledge, monitoring of trends, identification of opportunities to promote innovation, exploration and partnerships for improvement, facilitation of best practices, improved patient access, and efficient flow of patients across the care continuum.
Lead and build successful collaboration with academic medical leaders to facilitate clarification of roles/accountabilities, ensure integration with the programs/services goals and objectives and compliance with the policies, procedures, corporate vision, and strategic direction for the organization.
Ensure compliance with legislation and safety standards to provide a healthy and safe environment for patients and staff.
Perform related duties as assigned.
Education, Licensing, & Experience:
This position is open to Physicians and Nurse Practitioners.
Knowledge & Abilities:
As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks. For all new hires and appointments to Vancouver Coastal Health, you will be asked to provide this information as part of the onboarding process.
