Vancouver Coastal Health is seeking a Data Enablement Lead to join the Data and Analytics team. This role will collaborate with our data governance, engineering, and business analytics teams to design and implement a strategy that enables secure, scalable data access and supports data democratization across the organization. As a Data Enablement Lead with Vancouver Coastal Health you will:

 

    • Support the application of a data enablement program, making the right data available to the right people at the right time across Vancouver Coastal Health (VCH).
    • Be the bridge between business users, clinical staff, analytics teams and technology partners and focus on deepening the organization’s data enablement strategy that includes enterprise tools and processes to support data democratization, user enablement, platform adoption, quality management, data continuity, computational governance, and data management frameworks.
    • Play a critical role to improve the value, usefulness, integration and availability of enterprise data assets by connecting people to the data they need and empowering them with the tools to explore the data available to them.

Qualifications

Education and Experience

  • Master’s Degree in a related profession (Business, Informatics or other quantitative field) with a minimum of five (5) to seven (7) years recent, related data management and enablement leadership or an equivalent combination of education, training and experience in a data governance/enablement role.

Knowledge & Abilities

  • Data Management, Enablement & Governance Expertise
  • Excellent knowledge of health data management approaches, tools and inter-dependencies including data classification, conceptual data architectures, governance and privacy.
  • Demonstrated knowledge of data enablement methodologies and tools including practical experience operationalizing principles of data enablement including metadata management.
  • Demonstrated knowledge of key data governance principles and practices, and the ability to operationalize enterprise data quality and standards.
  • Demonstrated ability to develop a culture of data accountability and democratization within organizational data hubs and supporting practices for operationalization of those concepts.
  • Platform, Metadata & Tools Competency - Strong proficiency and familiarity with modern data and AI platforms and frameworks (such as Azure, MS Purview, Databricks, Unity Catalog, MS Copilot Studio, Generative AI and agents).
  • Product, Change & Process Leadership - Strong product and process management experience with demonstrated ability to investigate the user journey from problem space definition, persona mapping, and pain point analysis leading to product roadmap development and implementation. Familiarity with an Agile delivery environment. Demonstrated ability to lead, engage and champion the value of data across the organization. Proven ability to demonstrate product and initiative value through metric and churn analysis, continuous feedback loops and KPIs.
  • Strategic Collaboration, Communication & Partnership Engagement - Skilled at managing competing priorities and fostering strong working relationships with internal and external partners, including board members, senior officials with public sector employers, and external services partners. Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens. Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups. Strong written and verbal communication skills including the ability to write technical and business reports that translate and present complex information to a variety of audiences.
  • Core Competencies - Experience in mentor leadership, supervising staff, and supporting business transformation. Proven innovative mindset with excellent analytical, problem-solving, and organizational skills. Demonstrated ability to work independently and to collaborate strategically with cross functional partners bridging business requirements and technical platform design.
  • Physical ability to perform the duties of the position.
