Reporting to the CST Director, the Team Manager, Acute Design Team provides leadership, subject matter expertise and consultation related to the elements of the Cerner Clinical Information Systems foundational build that is being implemented across three health organizations (HOs). This role is responsible for working with the CST Team, other clinical design teams and the Service Provider in developing the Cerner solutions. The Team Manager is accountable for determining how to gather the requirements from each site of the health organizations (VCH/PHC/PHSA) and how and when to build components in the system while considering the potential impacts to patient care and downstream system impacts; ensuing that the Acute Design team project plan is developed including the tasks, efforts and duration; and monitors progress to completion of the team’s accountabilities. The Team Manager provides leadership and consultation with cross team design impacts and assesses if other design team’s work will impact any Acute design/build, and also identifies, and recommends solutions to, barriers. The position manages the team work, team resources including the teams’ operating budget; supervises staff including mentorship, skills development, performance management and vacation planning; and builds and maintains effective working relationships.

 

As a Team Manager with Vancouver Coastal Health you will:

  • Contribute to the overall leadership in CST in accordance with the health organizations’ (VCH/PHC/PHSA) mission, vision, values and strategic direction as well as the team’s vision.
  • Lead and manage the Acute work team throughout the length of the project from requirements gathering, design/configuration/validation, through to implementation taking into account organizational cultural differences, current and future state clinical practice and policies and innovations, and organizational changes required for implementation.
  • Provide supervision, leadership and guidance to team members using effective management techniques such as coaching, mentoring, skill development, and address performance management issues, and implement disciplinary action up to and including termination. 
  • Lead the gathering of best practices, interdisciplinary research and innovations across the health organizations and ensures the application of information on best practices and benchmarking from the industry summarized and integrated into working group sessions for consideration to support decision making by leaders. Ensure work is within clinical standards of care.
  • Coordinate with other Team Managers and Coordinators to ensure work processes are designed, tested and implemented in alignment with each other.
  • Be accountable for ensuring that the team meets the deliverables associated with the task group and the requirements for each during each project phase to ensure timely decision making and completion of all associated documentation. 
  • Coordinate and lead project sessions including meeting preparations, session activities, facilitation and idea promotion during sessions, post session follow up, outcome completion, decision, action and outcome documentation.
  • Act as a champion on and for the entire project.
  • Ensure all materials including pertinent policies and procedures are summarized in preparation for team sessions to foster efficient and effective decision making. 
  • Compile functionality questions that arise for the Service Provider Solution Builders, preparing for change control and following up on possible policy and procedure changes.
  • Coordinate the review of demos or draft builds to ensure accuracy, and ensures issues summarized.
  • Work with the Design/Build Lead to address any work related issues amongst the team.
  • Bring best practice experience to the design and build of the Cerner Solution.

 

About the The Clinical & Systems Transformation (CST) Project
Clinical & Systems Transformation (CST) is one of the largest health care projects in British Columbia's history. It is a joint undertaking between Vancouver Coastal Health (VCH), the Provincial Health Services Authority (PHSA) and Providence Health Care (PHC) to complete a significant transformation of clinical practices and systems. QUALIFICATIONS:

 

Education & Experience

  • A level of education, training and experience equivalent to a Bachelor’s Degree in Health Information Sciences or a relevant healthcare discipline.
  • Seven (7) years’ recent related clinical information systems experience in a large, complex information systems application environment.
  • Previous healthcare experience, Core experience and knowledge of the CST Cerner and Informatics are preferred.

Knowledge & Abilities

  • Coordinating People: acting with integrity and trust; building a team environment; communicating clearly; fostering potential.
  • Knowledge of clinical information system build and implementation strategy with strong documentation and technical writing skills.
  • Demonstrated ability to effectively work in a large and diverse environment.
  • Excellent communication skills including the ability to mentor and lead as well as an ability to work effectively with changing needs throughout a project lifecycle.
  • Demonstrated ability to function as a strong leader, motivator, supervisor and as a strong team member.
  • Proven ability to produce work on established deadlines with strong analytical and problem-solving skills.

As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19. Proof of vaccination status will be required.
