Reporting to the Manager, Safety and Prevention, the Occupational Hygiene Program Leader provides leadership, development, administration and evaluation of designated safety programs/projects throughout Vancouver Coastal Health (VCH), that support the provision of a safe and healthy workplace through the enhancement and expansion of safety programs and prevention strategies. The Program Leader is accountable to define emerging occupational hygiene concerns, challenges and risks, prepare mitigation strategies and solutions, and work with organizational leadership to manage proactive and necessary changes.
Actively leads and mentors designated occupational hygiene advisors and program support staff to provide occupational hygiene programs for employees that will eliminate or reduce potential workplace hazards and assist in creating and maintaining a healthy and safe work environment. The Program Leader operates in a complex and dynamic health care environment with multiple unions and stakeholders, and it is crucial to develop and cultivate strong working partnerships with key internal and external stakeholders, and represent VCH interests to HEABC, Unions and other outside agencies including WorkSafeBC. Obtains funding and support for new initiatives, and projects and ensures a successful expansion of the safety services at VCH.

 

As an Occupational Hygiene Program Leader, Safety and Prevention with Vancouver Coastal Health you will:

  • Develop strategies and implements new and/or revised processes, drafts and manages related programs, policies and interpretation, coordinates action plans, and reviews current and past practices for the different areas of VCH. The Program Leader is responsible for negotiating and facilitating consensus, providing senior-level information, guidance and direction to VCH Leadership, and Employee Engagement colleagues in support of the mandate of VCH.
  • Establish detailed project charters, plans and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, and acts as a single point of contact for project inquiries. Ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed, and ensures readiness for project implementation.
  • Work directly with operational leaders to track project progress according to project plan and identified metrics. Makes decisions and recommendations regarding projects scope and related changes required to facilitate a successful outcome. Implements or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the project lifecycle.
  • Actively participate on workplace occupational hygiene initiatives and projects in partnership with counterparts at other provincial health authorities. This may include participation in provincial working groups, management meetings, and co-facilitation sessions.
  • Develop, maintain and evaluate related guidelines, policies and procedures, and processes. Leads the development and implementation of related strategic directions in consultation with the Manager/Executive Director. Designs, creates and implements educational opportunities, training curriculum, information updates and direction/calls to action. Maximizes utilization of the available sources of information and data both internal and external to the organization. Develops and maintain a consultative, problem solving approach using the expertise within Employee Engagement that leads to sustainable resolutions to workplace issues that align with the goals of operations
  • Monitor changing legislation, emerging issues, and collective agreement requirements related to workplace safety and develops mitigation strategies to operationalize plans at the agency level.
  • Identify and connect the expertise and knowledge across VCH when developing options in order to determine best option within the mandate of VCH. Maintains own knowledge and keeps fully up-to-date and abreast of the regulatory and legal compliance issues.


QUALIFICATIONS:

 

Education & Experience

  • Master’s degree in Occupational Hygiene from a recognized and accredited program or relevant field
  • Minimum of seven (7) to ten (10) years’ recent, related experience in a unionized healthcare environment including experience in program planning, implementation, and evaluation or an equivalent combination of education, training and experience.
  • Registration as a Certified Industrial Hygienist or Registered Occupational Hygienist considered an asset.
  • Valid Class 5 B.C. driver’s license as local area travel requires the use of a vehicle.

Knowledge & Abilities

  • Demonstrated knowledge of project management principles and practices.
  • Demonstrated ability to lead, facilitate and consult effectively with a variety of audiences and stakeholder groups.
  • Demonstrated knowledge of relevant regulations and legislation.
  • Demonstrated experience or working knowledge of quality improvement and change management methodologies.
  • Demonstrated excellent communications skills both verbally and in writing.
  • Demonstrated ability to problem solve with a global perspective to incorporate the organization’s strategies when developing viable solutions to problems.
  • Proficiency in the use of current, applicable software applications.
  • Physical ability to perform the duties of the position.

As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19. Proof of vaccination status will be required.
