Reporting to the Director of Human Resources, Clinical & Systems Transformation (CST), the Advisor provides HR services to CST project office leaders and staff. This position partners with human resources leaders and staff of Vancouver Coastal Health (VCH), Provincial Health Services Authority (PHSA) and Providence Health Care (PHC) to ensure CST leaders and staff have timely and consistent HR services including recruitment, labour and employee relations and compensation and classification. With a customer service focus, the Advisor provides advice and consultation to CST leaders and staff on human resources processes and policies. The position gathers information and coordinates decision making between the members of the HR Working Groups or other similar health organization decision makers and translates these decisions into practice for use by CST project HR staff and CST leaders. This position works independently and interfaces with CST leadership up to and including the Chief Transformation Officer (CTO), project team members, health organization directors, managers and advisors and with vendor partners in supporting the CST HR function. In addition, this position is responsible for providing work direction and guidance to the CST HR Coordinators and Assistants and representing the Director of Human Resources when needed.

 

About the The Clinical & Systems Transformation (CST) Project

 

The Clinical & Systems Transformation (CST) Project is one of the largest health care projects in British Columbia's history. It is a joint undertaking between Vancouver Coastal Health, the Provincial Health Services Authority and Providence Health Care to complete a significant transformation of clinical practices and systems. This is an exciting initiative that will deliver key benefits for our patients, health care providers and health organizations.

 

As a CST Human Resources Advisor with Vancouver Coastal Health you will:

  • Liaise with HR Working Groups to understand HR structures, policies, requirements and translates this information into CST specific processes, policies and procedures. Assesses HR risks, identifies and implements solutions and monitors and evaluates process, policies and procedures to ensure they remain current and effective.
  • Manage resourcing and recruitment activities by identifying and planning resource needs for project teams, determining validity of resources requests with leaders by reviewing budget and need; bringing forward resources requests for discussion and approval with finance and the CTO.
  • Manage posting and selection process in collaboration with the health organizations (VCH, PHC, PHSA) including resume screening, making recommendations to respective hiring panel members, creating interview tools and drafting other recruitment information for use by the health organizations or leaders, participating in interviews and providing input into final selection decisions, arranging for letters of offer and troubleshooting and resolving any issues in the recruitment process.
  • Provide expert advice and consultation to staff, leaders and other stakeholders on HR policies, procedures and processes to support and educate CST leaders and staff. Monitor compliance with collective agreement language and other terms and conditions of employment and advises leaders on risks related to their decisions and/or actions.
  • Advise CST leaders on appropriate salary placement for new hires; assesse and recommend salary placement for approval by health authorities; and receive and action all salary increase requests. Manage outstanding salary issues by summarizing the issue, gathering information and proposing resolutions for consideration by the health authorities and/or the Director of Human Resources.
  • Manage vendor contracts including negotiating, administrating and approving expenses, renewals, extensions and terminations; flags issues with vendors for finance and senior staff including the CTO.
  • Provide work direction, guidance and leadership to HR Coordinators and Assistants through coaching, mentoring and skills development.
  • Prepare and compiles a variety of information and reports, for both internal and external reporting purposes, by entering and extracting data from various sources; conduct complex analysis and research to support planning, performance and outcome measurement for special initiatives and projects through benchmarking, charting and measurement activities.
  • Conduct on boarding and off boarding activities for staff and physicians including exit interviews; review and summarize exit interview information and flags issues and themes for further action.
  • Support the Director of Human Resources, CST by representing CST HR at a variety of meetings in order to represent and advocate for the interests of CST.

QUALIFICATIONS:

 

Education & Experience

  • A level of education, training and experience equivalent to a university degree in a related field.
  • Five years recent related experience.

Knowledge & Abilities

  • Comprehensive knowledge of human resources, recruitment and compensation processes in a union environment.
  • Knowledge of relevant collective agreement requirements, terms and conditions of employment and other relevant statutes and principles of union/management relations.
  • Demonstrated ability to solve problems, make decisions and facilitate resolution of issues. Strong analytical, research and financial abilities to complement decision making.
  • Ability to deal effectively with all levels of staff up to and including the Chief Transformation Officer.
  • Demonstrated ability to exercise tact, good judgment and initiative, deal with frequent and random changes; make decisions for a wide variety of complex matters.
  • Advanced expertise in the use of current computer applications to create and maintain a variety of databases, documents and presentations.

As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19. Proof of vaccination status will be required.
