Job Summary

Come work as a Regional Leader, Regional Cardiac Programs with Vancouver Coastal Health (VCH)!

 

Reporting to the Regional Program Director, the Regional Leader provides organization-wide leadership in regional program planning, ensuring alignment across strategic and service planning with the Ministry of Health, PHSA, VCH, PHC, and other key partners. The role coordinates and evaluates strategic and operational planning for specific population groups within the VCH and PHC regions.

Acts as the strategic liaison across the care continuum, leading others toward advancing provincial, VCH, and PHC program goals. The Regional Leader communicates the organizational visions and fosters collaboration and commitment. Acts as the key representative in working groups and committees to ensure alignment with regional program priorities.


Guided by a population-based approach, regional program leadership will align the development, delivery, and evaluation of services to meet the needs of the VCH/PHC population at every life stage, ensuring a high-quality, safe, integrated, and comprehensive continuum of care. As a Regional Leader, Regional Cardiac Programs with Vancouver Coastal Health you will:

 

Ensure Equitable and Timely Access to Culturally Safe Care Across Vancouver Coastal Health (VCH) and Providence Health Care (PHC)

  • Engage communities, populations, patients/clients/residents, and the public to reflect their needs in the development of Regional Program plans, particularly where significant change is anticipated.
  • Collaborate with the Indigenous Health teams at VCH/PHC/PHSA and other key partners such as FNHA, continue to build and enhance culturally safe and trauma-informed care across the continuum of care.
  • Identify, prioritize, and implement opportunities to improve efficiency, coordination, access and integration of services along the continuum of care across the region.

Ensure Consistent, Low-Carbon, and High-Quality Standards of Care

  • Promote a culture of clinical inquiry by integrating research findings and innovative practices into patient care, teaching, and consultation for health authority staff.
  • Consistently identify opportunities to improve health outcomes and quality standards, guided by a population health approach.
  • Participate in data collection and collaborates with Data & Analytics to ensure indicators are developed, monitoring is conducted, and evaluation data is analyzed to inform decision-making.

Coordinate and Align Local, Regional, and Provincial Strategy and Policy

  • Report to the Regional Program Director, Steering Committees, and external partners on project status, key issues, obstacles, and change requests, providing recommendations for scope adjustments.
  • Act as a strategic liaison between operations and the regional program, influencing and persuading change to align efforts to achieve regional goals through collaboration and engagement.
  • Maintain organizational support for regional initiatives through engagement, relationship building, and ensuring effective communication across all levels.
  • Represent VCH and PHC at provincial and community meetings, advocating for regional initiatives as required.
  • Facilitate coordination of the regional program steering committee to ensure objectives are achieved.

Provide a Single Point of Contact per Service for the Health Authority

  • Represent VCH/PHC as required and participate in relevant committees and boards.
  • Collaborate with the Regional Program Director, respond to requests from the Ministry of Health.
  • Serve as the primary contact for VCH and PHC within the program area.
  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Master’s degree in health administration, Public Health Administration or other relevant discipline, plus seven (7) to ten (10) years’ recent, related experience in progressively responsible positions in a large, complex care organization including demonstrated ability to manage large-scale project(s), or an equivalent combination of education, training and experience.

Knowledge & Abilities

  • Proven skills as an effective leader in an interdisciplinary matrix reporting environment.
  • Expertise in strategic planning, systems integration, and cross-functional collaboration to develop and implement strategies across the full scope of the regional program.
  • Comprehensive knowledge of project, change management, and evaluation principles and methodologies, with the ability to coach team members on these skills.
  • Broad knowledge of clinical theory and practice, person-centered care, and a population health approach.
  • Broad knowledge of health care disciplines and their roles within their respective health care environments.
  • Demonstrated ability to analyze and resolve problems efficiently and resourcefully.
  • Exceptional analytical skills and decision-making abilities.
  • Demonstrated organizational, administrative, facilitation, and leadership skills.
  • Demonstrated ability to communicate and engage others effectively, both verbally and in writing, at all levels of the organization.
  • Demonstrated ability to plan and execute complex projects with stringent timelines and budgets.
  • Demonstrated ability to work with various word-processing, spreadsheet, and database applications.
  • Demonstrated ability to facilitate consensus among diverse interest holders, fostering collaboration and shared decision-making to achieve common goals.

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
