The Facility & Property Management Senior Manager is responsible for overseeing the effective property management of the real estate portfolio across Vancouver Coastal Health (VCH) and Providence Health Care. Reporting to the Director of Real Estate Operations, the Senior Manager works closely with the Director to foster collaborative relationships with key partners and develop effective strategies that align with VCH’s strategic goals. The Senior Manager will leverage their leadership skills to ensure the portfolio’s success and prioritize staff performance in all functional areas. A comprehensive understanding of industry best practices and methodologies is required, including proven ability to lead the team in the tactical management of a building’s life cycle from acquisition to disposal; effective financial and lease administration; and successful delivery of minor capital projects. This person is a values-based leader that prioritizes collaboration, fiscal stewardship, and team results while delivering on initiatives that align with VCH’s strategic plan.

 

There will be a focus on the building maintenance aspect of the portfolio for this specific role, but expertise in all areas of property management is essential.

 

As a Senior Manager, Facilities Management with Vancouver Coastal Health you will:

  • Lead and provide expertise in all aspects of property management including building maintenance; tenant, landlord, and strata relations; lease administration; budgeting and forecasting operational costs; insurance-related matters; and facility risk management. 
  • Use skillset to achieve high-performance results while championing a culture of caring, innovation, and continuous improvement.
  • Provide effective leadership to designated excluded and unionized staff through training, delegation, coaching, mentoring, career development and performance management, while fostering an atmosphere that promotes and encourages employees to realize their maximum potential and growth. Oversee all aspects of human resource management within the portfolio including performance assessments, appraisals, resolving conflicts, and recruiting staff. Ensure compliance with all applicable collective agreement requirements and standards.
  • Develop collaborative relationships with internal partners, landlords, and vendors to ensure alignment with departmental priorities and organizational strategic plans. 
  • Oversee the portfolio’s financial management including annual budgeting process; cost forecasting; revenue and tax administration; and capital funds for minor projects. 
  • Develop and recommend capital plans for leased and owned sites within the portfolio to ensure optimal building operations.
  • Lead the team to provide timely responses to inquiries and maintenance requests including afterhours support; conduct regular site inspections; resolve insurance claims; procure, award, and manage maintenance contracts; and coordinate with project teams through implementation and handover of tenant improvements.   
  • Ensure completion of project deliverables for minor capital projects including development and management of schedule, budget, and quality in accordance with project management best practices and VCH standards.
  • Provide leadership and support to staff so they are enabled to problem solve with partners; advocate for best practices; facilitate consensus; identify and mitigate risks; and apply lessons learned for improvements to processes and templates.
  • Carry out responsibilities in accordance with occupational health and safety, infection control, and municipal requirements.
  • Maintain a high value network of real estate professionals to increase knowledge of real estate trends, techniques, methodologies, and relevant industry information.
  • Perform other related duties as assigned.

Qualifications

Education and Experience

  • Bachelor's degree in Real Estate, or related field, with five (5) to seven (7) years in progressive leadership roles in large and complex environments.
  • Experience in commercial property management is mandatory with preference for healthcare, or an equivalent combination of education, training and experience.
  • A designation in property management is an asset.
  • Current BC Driver’s License may be required, as travel within the health authority geographic area is required.

Knowledge & Abilities

  • Proven ability to manage a real estate portfolio within a large and complex organization, including a strong understanding of commercial leases.
  • Effective and professional written and verbal communication skills.
  • Strong leadership skills including consensus building, problem solving, conflict management, tactical planning, decision-making, and emotional intelligence.
  • Ability to manage complex operating budgets within a large public sector organization.
  • Experience leading facility projects using project management methodologies.
  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
  • Strong understanding of data analysis and reporting.
  • Proficient with Microsoft Office Suite and enterprise software like SharePoint. Experience with Yardi and Maximo an asset.
  • Knowledge of appropriate legislation, by-laws, codes, and provincial or national standards.
  • Physical ability to perform the duties of the position.
