Vancouver Coastal Health is looking for a Deputy Chief Project Officer to join the team.

 

The Deputy Chief Project Officer plays a crucial role in overseeing and managing major capital redevelopment projects for Vancouver Coastal Health (VCH). Reporting to the Chief Project Officer (CPO), the role works closely with the CPO to provide strategic leadership, ensure successful project delivery, and liaise with key external and internal partners and governance committees. Applies expertise in project management, partner engagement, and navigating governance frameworks, and is instrumental in driving the successful execution of major capital redevelopment initiatives. Supports the CPO in the development of strategic and tactical planning and the co-management of governance and performance accountabilities. Acts as the CPO delegate representing VCH and project interests as a key member of the project delivery framework, in a partnership for joint governance and project management. Effectively liaises with local, regional, and provincial partners and VCH Project leadership to ensure understanding of operational priorities, issues and constraints, and to evaluate risks and recommend strategic solutions; presents reports to Project Steering Committee and senior executives as required.

As a Deputy Chief Project Officer with Vancouver Coastal Health, you will:

  • Collaborate closely with the CPO to develop and implement project management strategies specifically tailored to major site redevelopment and new build projects. Establishes project goals and objectives that align with organizational priorities and ensures the successful execution of these initiatives.
  • Oversee and manages major site redevelopment and new build projects from initiation to completion. Ensures that projects are delivered on time, within budget, and in accordance with established quality standards. Monitors project progress, identifies potential risks and issues, and proactively implements mitigation measures.
  • Support the CPO in the effective and timely identification of accountabilities as set out in the Project Agreement (for example Design Build/Agreement or Alliance Agreement). Considers a wide range of project-specific risk and opportunity scenarios to reach informed alignment on the types of risk and opportunity, ensures appropriate systems and processes are in place to review and approve requests for scope changes/adjustment events in consultation with Chief Project Officer, Chief Clinical Planner, and other internal/external partners.
  • Support the Chief Project Officer in reporting on project interdependencies, risks and issues; investigates, resolves and responds to Alliance obligations and applicable legal issues and standards with respect to elements such as procurement, design, construction, accreditation, environmental and occupational health and safety issues; presents reports to Project Steering Committee and senior executives.
  • Provide strong leadership and guidance to project teams involved in major capital redevelopment projects. Fosters a collaborative and high-performance work environment, delegates tasks effectively, sets clear expectations, and monitors team performance to ensure timely and successful project execution. Supports the professional development of project team members.
  • Work in collaboration with the Deputy Chief Clinical Planner providing leadership in the engagement of key internal and external partners. Interfaces with User Groups and other VCH professionals to seek effective input into all phases and stages of the project; ensures legal, financial and operational activities are consistent and compatible with project requirements
  • All other duties as required.

Qualifications

Education & Experience

  • Master's Degree in Architecture, Engineering, Business Administration or a related field, supplemented with ten (10) years' recent, related experience in a senior leadership role in a large complex health care organization with responsibility for leading teams and managing large, complex capital projects such as Design Bid Build (DBB), Design Build Finance (DBF), Design Build (DB) Construction Management (CM), P3 Projects, Strategic Competitive Alliance or an equivalent combination of education, training and experience.

 

Knowledge & Abilities

  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-eking groups.
  • Strong understanding of project management methodologies, tools, and best practices specific to major capital redevelopment initiatives.
  • Excellent leadership and team management skills, with the ability to motivate and inspire cross-functional teams.
  • Exceptional communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels of the organization.
  • Demonstrated experience leading, developing and implementing change through collaboration and respectful work relationships with internal and external partners and agencies.
  • Inspires a shared vision and aligns performance goals and objectives for teams and while maintaining group cohesiveness, motivation, commitment and effectiveness.
  • Applies superior conflict management skills and expertise to persuade and negotiate consensus and effective resolution of issues/disputes.
  • Physical ability to perform the duties of the position.

Closing Statement

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
