Job Summary

Come work as a Manager, Freedom of Information (FOI) with Vancouver Coastal Health (VCH)!

 

Reporting to the Chief Privacy Officer, the Manager, FOI is responsible for overseeing the day-to-day operations of the VCH FOI Office. The Manager will provide strong leadership related to the administration of the Freedom of Information and Protection of Privacy Act (FIPPA), including routine disclosure and formal requests for information. The Manager oversees the work of the VCH FOI team, providing direction, and input on access requests, and leadership in interpreting and applying information access legislation, standards, and principles for VCH. The Manager also plays an important role in identifying opportunities for improvement and strategy development in response to emerging trends within the health authority environment and operations. As a leader in healthcare privacy and information access, the Manager is a solutions-oriented, trusted leader who can identify salient details while keeping an eye on the big picture and taking these aspects into account for short and long-term goals of the department. This work requires working with multiple business partners and senior leadership across VCH, which often involves negotiating with others and/or facilitating consensus to meet the requirements of FIPPA.

 

As a Manager, Freedom of Information (FOI) with Vancouver Coastal Health you will:

  • Lead and promote the functions and activities of the FOI Office across VCH.
  • Build strategic partnerships and collaborates with clinical and operational areas to promote a culture of compliance with FIPPA.
  • Initiate, facilitate, and promote activities to foster information access and appropriate records management awareness at VCH.
  • Provide overall reporting of compliance with access to information requests and liaise with senior leaders about requests for information.
  • Provide guidance and assistance with the formulation and implementation of policies and procedures related to information access, records management, and proactive disclosure. Provide guidance and develop education and awareness related to access and privacy issues.
  • Lead, supervise, and coach team members, provide work direction and assignment of duties to meet operational requirements, including education and training. Manage the recruitment and selection of new staff. Implement employee discipline up to and including termination.
  • Represent VCH as a senior leader in provincial, cross-health authority, and other working groups with external bodies or agencies.
  • Remain current on relevant legislation, privacy management and information governance literature and practices, and organizational priorities and policies.
  • Carry out responsibilities in accordance with health and safety requirements. Immediately report unsafe situations by notifying supervisor or other appropriate personnel.
  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Bachelor’s degree (Masters preferred) in health sciences, business, library and information studies, public administration, or other relevant area of study, plus seven (7) to ten (10) years progressive leadership roles, or an equivalent combination of education, training and experience.
  • Completion of a privacy certification such as the Certified Information Privacy Professional/Canada (CIPP/C) or similar privacy certification, or related professional development in the field of privacy, security or information management or related specialty is preferred.

Knowledge & Abilities

  • Comprehensive knowledge of privacy, security, and information management principles; knowledge of FOIPPA and other regulatory requirements.
  • Demonstrated experience leading a department, and ability to foster a respectful and motivating environment where individual competencies can thrive.
  • Demonstrated experience in project management, including successfully leading projects to completion.
  • Experience and skill in conflict resolution and collaboration.
  • Ability to work under pressure in a dynamic environment.
  • Excellent communication and interpersonal skills, with the ability to communicate complex privacy and related concepts to non-technical partners.
  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-deserving groups.
  • Physical ability to perform the duties of the position.

As per Ministry of Health policy, all health care workers working in publicly-funded health care facilities are required to report their past receipt of certain vaccines or history of certain infections. Collecting these records will allow for offering of any missing vaccines, and for appropriate actions to be taken in the event of any future exposure to a communicable disease or during outbreaks.
