Reporting to the Finance Director/Manager, the Financial Analyst is responsible for providing financial, accounting, planning and business support and advice to assigned program area(s), including special projects and initiatives.

The Financial Analyst contributes financial expertise and support for monitoring, analyzing, and assessing and reporting on fiscal performance and forecasts relative to budget, with respect to expenditure patterns and resource utilization. The Financial Analyst assists in the management of the designated areas, and the ongoing review of financial systems and processes along with strategic and operations planning.

 

As a Financial Analyst with Vancouver Coastal Health you will:

  • Monitor, analyze and assess the operations of the health service delivery area relative to the annual operating plan through developing an understanding of operational and financial information used to manage the organization's operations. Develop ongoing standard analysis processes and analyze special issues that affect the organization's operations.
  • Identify potential resource utilization and expenditure pattern issues for the organization through methods such as developing an in-depth knowledge base of labour rate utilization issues, and liaising with Human Resources, Payroll and various other departments within the corporate structure.
  • Assist in developing spreadsheets and databases to accurately forecast results and produce reports for review with other members of the Finance Team.
  • Perform financial and statistical analysis of the financial status of departments/programs within the organization by reviewing workload and financial results in comparison with the budget, profitability, efficiency and productivity. Review problem areas with department/program managers and report areas of concern to the other members of the Finance Team.
  • Support the Finance function in the annual planning process by analyzing labour and non-labour utilization trends to provide background information for the planning process; assist in implementing the plan at the detailed budget level; and participate in the education of the health service delivery area's personnel in the operational planning process.
  • Provide back-up and technical support for the other members of the Finance team by assisting in the analysis and budget modeling and providing the necessary responses on queries that require access to the financial systems and databases.
  • Assist the members of the Finance team in identifying capital equipment and project needs by methods such as preparing cost/benefit analysis for capital requests, developing a capital equipment and project priority list.
  • Assist in the analysis of proposed new initiatives by methods such as staying current on initiatives under consideration; assisting in preparing business cases including capital, operating and start up costs and projected revenues; consulting with appropriate partners regarding impact assessment and implementation strategies; measuring the performance of the new initiatives against the plan, and identifying variances.
  • Assist with operational reviews and business/financial process improvement reviews. Responsibilities include gathering, analyzing and summarizing information.
  • Assist in the period-end reporting process including preparation of journal entries for the assigned programs, as required.
  • Conduct statistical, workload and financial analyses on potential program deletions and mergers by compiling information from a variety of sources, analyzing and interpreting the data and reporting on findings. Circulate reports to the appropriate partners and provide recommendations.
  • Create forms for data collection and tracking, and/or identify and evaluate existing data resources. Assemble, edit and enter data gathered into appropriate databases.
  • Respond to ad hoc requests for information and analysis by researching and gathering information required, manipulating database fields, preparing spreadsheets, tables, charts, graphs and reports as required to summarize information.
  • Build key partnerships with financial representatives of VCH and other Health Care organizations.
  • Perform other related duties as required.

Qualifications

Education & Experience

  • Bachelor’s degree in Business Administration or related field plus completion of a professional accounting designation (C.P.A, C.A., C.G.A. or C.M.A.).
  • Minimum of five (5) year’s recent, related financial analysis and financial planning experience in a large, complex, unionized environment or an equivalent combination of education, training and experience.

Knowledge & Abilities

  • Demonstrated financial planning, monitoring, analysis and reporting expertise.
  • Comprehensive technical expertise, process management, analytical skills and business acumen.
  • Advanced technical computer skills in spreadsheet, word processing, presentation and database applications.
  • Superior analytical skills including the ability to comprehend complex issues and related data/information and present information in concise meaningful ways.
  • Broad knowledge of generally accepted accounting principles, and financial analysis techniques.
  • Broad knowledge of computerized financial systems and procedures.
  • Demonstrated problem-solving abilities to provide lateral and strategic direction to clients.
  • Results oriented within a high-pressure working environment with numerous critical timelines.
  • Demonstrated strong writing and presentation skills, and ability to communicate effectively to all levels of the organization.
  • Utilizes initiative, vision, independent thinking and creative problem-solving abilities.
  • Customer focused with ability to facilitate and encourage co-operation between diverse operational groups at all levels of the organization.
  • Ability to develop and maintain effective working relationships with internal and external stakeholders.
  • Excellent organizational skills and works effectively under time pressure to meet deadlines.
  • Physical ability to perform the duties of the position.
