Job Summary

Come work as a Senior Manager, Facilities Maintenance and Operations with Vancouver Coastal Health (VCH)!

 

Reporting to the Director, the Senior Manager is responsible for overseeing the daily operational management and/or maintenance of designated physical plant health site(s) for Vancouver Coastal Health in a manner consistent with industry best practices ensuring a safe and reliable environment for the delivery of healthcare-related services.

 

As a Senior Manager, Facilities Maintenance and Operations with Vancouver Coastal Health you will:

  • Establish, develop and implement department goals, objectives and operational requirements consistent with the organization’s strategic and operational objectives; review current operations and develop appropriate systems and processes to ensure effective and efficient facilities operations for the assigned site (s).

  • Develop and implement the annual operating and capital budget for the assigned site (s); be responsible for monitoring expenditures, variance analysis and reporting; take corrective actions as required.

  • Manage the recruitment, mentoring and professional development of assigned staff and contract employees; supervise designated staff, determine staff schedules, provide work direction and assignment of duties to meet operational requirements; conduct employee performance reviews, coaching session and facilitation of goal setting with the employee; identify training/educational requirements as needed.

  • Investigate work and/or staff performance issues and initiate disciplinary action up to and including termination; participate in grievance process and other labour relation matters up to and including Step 3 grievances as an Employer representative; participate in labour/management meetings and in the essential service designation processes for the assigned sites.

  • Oversee the development and continuous improvement of maintenance programs; apply planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensure appropriate use of the computerized maintenance management system.

  • Procure and manage the work of external service providers, directly or through subordinate supervisors; determine terms of reference, negotiate and monitor contractual agreements for specialized maintenance, grounds and renovation work, as required.

  • Manage assigned construction, renovation and/or maintenance projects; liaise with partners and coordinate the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.

  • Oversee the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensure compliance by employees and external service providers; collaborate with, and provide technical and logistical support to the Planning and Capital Projects teams.

  • Develop and maintain key internal/external stakeholder relations and participates on committees as required; develop and prioritize capital infrastructure renewal plans in consultation with the Director; participate as a member of the organization’s leadership team as a subject matter expert within area of expertise.

  • Participate in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.

  • Ensure that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.

  • Provide support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Director.

  • Carry out responsibilities in accordance with health and safety requirements.  Immediately report unsafe situations by notifying supervisor or other appropriate personnel.

  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Bachelor’s Degree in Engineering or related field.
  • Seven (7) to ten (10) years recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training and experience.

Knowledge & Abilities

  • Demonstrated working knowledge of building systems, operations and maintenance practices in a complex, multi-site health care environment.
  • Demonstrated working knowledge of appropriate legislation, relevant laws and by-laws, and provincial/national standards.
  • Proven initiative, judgment, decision-making and problem-solving capabilities.
  • Demonstrated ability to take action in a crisis management environment.
  • Demonstrated ability to lead and coach team members.
  • Proven ability to develop and maintain rapport with staff and other stakeholders.
  • Ability to prioritize and meet tight deadlines in a dynamic environment.
  • Ability to supervise and provide direction to staff, consultant and other contractors.
  • Ability to work independently and as a member of a team.
  • Ability to operate related equipment including related software applications.
  • Physical ability to perform the duties of the position.
