Vancouver Coastal Health is looking for a Chief Clinical Planner to join the team at Lions Gate Hospital.

Reporting to the Vice President, Coastal, the Chief Clinical Planner works in partnership with the Chief Project Officer in the planning, coordination, and delivery of the major redevelopment & expansion project(s), as well as other redevelopment and capital projects across the designated portfolio area. The Chief Clinical Planner is responsible for leading and directing the clinical facilities & infrastructure planning, capital project design, and ensures essential elements are effectively resourced and services are optimized to support overall care delivery needs. This includes integrating clinical support service components such as Facilities, Clinical Equipment, and IT, as well as managing space requirements in functional programs and master plans to guide the clinical aspects of new construction.

The Chief Clinical Planner is responsible for coordinating strategic project and operational planning through collaboration with internal and external stakeholders, public and private partners, medical staff, Infrastructure BC, Ministry of Health, clinical leadership teams, consultant teams, senior leadership, and community representatives. The Chief Clinical Planner works in a collaborative dyadic partnership with the Chief Project Officer ensuring that major planning streams align with the Vancouver Coastal Health redevelopment strategy, integrating medical best practices into project blueprints, encompassing everything from optimal patient flow and infection control measures to state-of-the-art medical technology integration. As a Chief Clinical Planner with Vancouver Coastal Health, you will:

  • Partner with the Chief Project Officer, other facilities project leadership, Clinical Programs, Clinical Support Departments, and the Senior Operations and Medical Leadership teams to lead and integrate all clinical project planning for major redevelopment.
  • Work in collaboration with Operations Vice Presidents, Senior Physician Leaders, Clinical Operations and Chief Project Officer to provide strategic direction and oversight for healthcare infrastructure projects. Work with senor leadership teams to incorporate organizational strategic renewal opportunities and new initiatives into planning processes.
  • Lead the assessment of clinical needs and translate them into infrastructure requirements, ensuring that the design and construction plans meet the healthcare delivery objectives. Collaborate within Infrastructure BC Alliance framework to integrate clinical space requirements into functional programs and master plans, guiding the design development from a clinical perspective.
  • Collaborate with clinical, medical, professional practice and operations teams of to identify program and service requirements; review and integrate service delivery models, clinical standards, and operational guidelines for each assigned clinical service.
  • Oversee and direct the clinical planning of programs/services during planning and construction phases; resolve interdependencies and conflicts and ensure project tracking to budget and alignment with strategies.
  • Communicate and collaborate effectively with operational leadership to understand issues and evaluate alternative solutions and strategies. Engage with User Groups and organization professionals to seek input at all stages of the project.
  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Master's Degree and professional designation in a relevant discipline supplemented by fifteen (15) years recent, related experience in progressively more complex and senior management roles in a large multi-site organization with responsibilities for the planning and development of capital and strategic projects, including health care planning and service delivery, or an equivalent combination of education, training, and experience.

Knowledge & Abilities

  • Comprehensive knowledge of patient care delivery systems in ambulatory and acute settings including knowledge of professional practice, nursing standards and application of standards to acute care ambulatory care, and long-term care clinical design.
  • Ability to understand and utilize administrative and decision support reports and research information related to clinical care and practices, including quality improvement practices.
  • Ability to provide leadership, guidance and direction to others including staff and contractors and to work effectively as part of a team.
  • Demonstrated ability to negotiate with a wide variety of stakeholders.
  • Advanced project management skills including demonstrated effectiveness in planning and coordinating major projects from conceptual design. Broad knowledge of the planning and construction processes associated with facilities development.
  • Demonstrated ability to create and execute strategic communication plans to the Ministry of Health, VCH executives and stakeholders.
  • Comprehensive knowledge of health care and relevant government procedures, standards, and requirements.
  • Ability to provide leadership, guidance and direction to others including staff and contractors and to work effectively as part of a team.
  • Strong negotiation, interpersonal and communication skills.
  • Ability to use appropriate strategies to resolve conflict and build consensus between stakeholders on critical issues.
  • Ability to anticipate and respond to changing priorities or unforeseen opportunities.
  • Ability to analyze and problem-solve complex issues towards creative solutions. Ability to ascertain bottom line requirements and maintain project budgets.
  • Ability to productively use word processing, spreadsheet, database, and project management software.
  • Physical ability to perform the duties of the position.
