Vancouver Coastal Health is looking for a Director, Human Resources & Labour Relations Services to join the team.

 

Reporting to the Vice President, People, and as a member of the People leadership team the Director plays an integral role within the organization in establishing alignment of People Team HR Services with VCH strategic and operational objectives. The Director works to strengthen human resources and employee relations consulting services and acts as the single point of contact for an internal client portfolio ensuring that VCH operational business issues are understood and supported by effective human resource and employee relations practices. They also work collaboratively with the Executive Director, other People team Directors and leaders across the organization to formulate, implement, and evaluate strategic plans, goals and objectives for human resources and employee relations consistent with VCH’s strategic plan, vision, and values. The Director is responsible and accountable for the daily operations of human resource and employee relations services, ensuring practices, policies, and procedures are in accordance with legislative, contractual, and organizational standards. The Director is also responsible for the development, implementation, evaluation, and continuous improvement of human resource and employee relations initiatives that enhance the efficient and effective delivery of health services within VCH.

Additionally, the Director aligns services within broad Health Human Resources planning initiatives for VCH in collaboration with VCH operations and other People teams. Coordinates related engagement with operations leadership, employee, and labour union representatives, HEABC, and VCH Communications. Oversees the management, development, and operational planning requirements for their designated client portfolio, represents the portfolio in major corporate initiatives and internal/external steering committees and develops strong collaborative relationships with key industry partners. This work is aligned with VCH’s people-centred values and focused on advancing Indigenous cultural safety, anti-racism, equity, diversity, and inclusion.

As a Director, Human Resources & Labour Relations Services with Vancouver Coastal Health you will:

  • Oversee the operations of HR and employee relations services, ensuring the efficient and effective delivery of services. Formulates, implements, and evaluates strategies to deliver leading practice HR service model to meet the current and future needs of their portfolio and VCH organizational objectives. Provides expert advice and consultation to senior leadership regarding human resource and employee relations issues.
  • Formulate, implement, and evaluate short and long-range goals and objectives for client portfolio in alignment with the overall strategic direction of VCH executive leadership and the People team. Responsible for conducting situation analysis and determining future requirements, developing recommendations for specific goals and objectives, and setting priorities.
  • Lead the strategic planning/design, implementation, promotion, evaluation and maintenance of the processes, infrastructure, and resources related to effective human resource and employee relations practice and operations.
  • Provide leadership and guidance to a team of human resource professionals using effective management techniques; coaches and mentors employees; conducts performance evaluations, creates a learning environment that promotes and supports professional growth of all employees; participates in recruitment activities and makes hiring, and discipline decisions.
  • Foster collaboration, trust and mutual respect and inspires others in achieving strategic goals ensuring the culture is one in which individual competencies can thrive.
  • Collaborate and liaise with internal partners such as Talent Acquisition, People Health Safety & Wellness, Labour Relations, Respectful Workplace Services, Work Design & Compensation, clinical operations, and external organizations such as HEABC, regulatory bodies, unions, and other health authorities.
  • Perform other related duties as assigned.

Qualifications

Education & Experience

  • Education, training, and experience equivalent to a Master’s degree in Human Resources, Business Administration or Health Administration plus ten (10) years' recent, relevant, progressive leadership experience in a large multi-union organization.

 

Knowledge & Abilities

  • Develops and maintains strong relationships with key internal and external partners to promote and enhance services provided with sensitivity to diversity and indigenous lens.
  • Ability to effectively lead and support management teams, inspiring a shared vision that aligns with organization goals, objectives, and strategies.
  • Utilizes comprehensive knowledge of integrated human resources services, health sector labour relations and arbitration process, collective agreements, and legislation to identify, develop, and implement strategies and initiatives.
  • Utilizes comprehensive knowledge of program management and understanding of complex multi-union healthcare environment especially in relation to human resource and employee relations service delivery.
  • Identifies emerging initiatives, trends and industry best practices and ensures full consideration in the development and implementation of service delivery goals and objectives.
  • Uses strong communication skills in the development and implementation of services, and internal & external partner engagement.
  • Demonstrated ability to work professionally, diplomatically, and persuasively to foster and maintain effective working relationships with internal and external partners.
  • Physical ability to perform the duties of the position.
