Vancouver Coastal Health’s Respectful Workplace policy is supported by the People Operations and Employee Wellness teams in collaboration with VCH operations managers and directors, and provides support options for employees who experience or witness disrespectful behavior and or conduct, bullying, harassment, dissimilatory harassment, and conflict, within the workplace. At its foundation, and in keeping with Worksafe BC legislation, is the right to work in an environment that is free from disrespectful behaviour, bullying and harassment.

 

Reporting to the Manager Respectful Workplace, the Respectful Workplace Advisor is responsible for conducting a high volume of workplace investigations and providing Respectful Workplace Education to leaders, employees and medical staff across VCH. The Respectful Workplace Advisor is responsible for fact finding and conducting respectful workplace investigations in a manner that is respectful, fair, impartial, and consistent in a manner that ensures compliance with legislative requirements and various collective agreements. The Respectful workplace Advisor applies a consistent, fair and unbiased approach when dealing with complaints of workplace incivility, bullying and harassment, discrimination and discriminatory harassment, and all other complaints of workplace misconduct that fall under VCH’s Respectful Workplace and Human Rights Policy. This work is aligned with VCH’s people-centred values and focused on advancing Indigenous cultural safety, anti-racism, equity, diversity, and inclusion.

 

Please note that this is a hybrid remote & in-office role. 

 

As a Respectful Workplace Advisor with Vancouver Coastal Health you will:

  • Provide expertise and support in the implementation and application of the RWP program, VCH Respectful Workplace Policy and related processes and procedures. Coaches and educates managers and staff on respectful workplace concepts, behavioural expectations and impact to staff & culture.
  • Provide guidance and interpretation to leaders, staff, and other People team Advisors regarding applicable human rights legislation, Indigenous Cultural Safety and anti-racism, harassment, discrimination policies, and collective agreement provisions.
  • In collaboration with the Director, provide education and training and related educational resources to VCH leaders and staff, and work collaboratively with HR/LR Services and other People teams to support and positive, respectful, and culturally safe work environment.
  • Investigate complaints of Bullying and Harassment as well as discrimination and discriminatory harassment and monitors incident-reporting channels that support VCH’s Respectful Workplace and Human Rights Policy.
  • Handle the intake, processing, investigation, reporting and resolution (informal and formal) of complaints made pursuant to VCH’S Respectful Workplace and Human Rights Policy
  • Conduct intake meetings with all parties and facilitates clarifying conversations. Maintains confidential and up-to-date case files and escalates referrals to third party conflict resolution where appropriate.
  • Work with union representatives to develop a consultative approach to mutual problem solving, enhancing communication, proactively anticipating and resolving issues and implementing required changes. Facilitates resolutions of workplace complaints with both clients and the Unions.
  • Support individual files as assigned by the Director, working independently and as part of a larger group and provides reporting and analysis on relevant investigation data to fulfill various reporting requirements.
  • Consult with Director, Respectful Workplace for guidance and recommendations on resolving complex complaints.
  • Provide advice, guidance and interpretation to managers and employees around the application of the Respectful Workplace Policy, human rights legislation, harassment, discrimination, and Collective Agreements, including dispute resolution and approaches to resolve as required.
  • As delegated by the Director Respectful Workplace, attend committee meetings such as VCH’s Psychological Health and Safety Committee, and Healthy Teams Initiative (HTI) Committee on behalf of the RWP team.
  • Build positive and collaborative relationships with union and employee representatives and represents VCH on related matters including various committees, working groups and task teams as assigned.

Qualifications

Education & Experience

  • Degree in a relevant discipline such as Human Resources, Organizational Development, Business Administration, or other relevant social science discipline, supplemented with 3 years’ recent, related experience in conflict investigation and alternative dispute resolution mechanisms, preferably in a health care or other complex unionized setting or an equivalent combination of education, training and experience.
  • Completion of an accredited Mediation Skills, Conflict Coaching and/or Workplace Conflict course(s) as well as relevant certifications care considered assets to the role.
  • Valid BC Driver’s license and access to a personal vehicle for business-related purposes.

Knowledge & Abilities

  • A proficiency and passion for conducting respectful workplace investigations and experience ensuring a fair process for all complainants and respondents.
  • Experience conducting workplace investigations related to racism, discrimination and other complaints that fall under the BC Human Rights Code.
  • Demonstrated ability in investigative procedures, interviewing, report writing, and applying sound judgment, best practices, policy and legislation to make informed decisions.
  • Ability to manage a large caseload of investigations at different stages at one time.
  • Demonstrated ability to establish and maintain effective working relationships with employees at all levels of the organization and in a complex multi-union environment.
  • Demonstrated ability to work independently and in collaboration with others.
  • Demonstrated strong and respectful communication skills, both verbal and written.
  • Ability to identify opportunities to coach and educate managers and employees on respectful workplace concepts, behavioural expectations and impact to staff & culture.
  • Excellent conflict resolution, facilitation and/or mediation skills.
  • Demonstrated ability to present Respectful Workplace Education online and in person.
  • Practices the recognition, inclusion and support of all types and aspects of diversity at all stages of engagement, with an understanding of the issues faced by people from equity-seeking groups.
  • Proficient using a variety of databases, including PeopleSoft, MS Office, Word and Excel, Zoom, and in-house databases.
  • Extensive knowledge of collective agreements and applicable legislation.
  • Demonstrated ability to facilitate workshops and meetings with multi-level and interdisciplinary staff to achieve effective outcomes.
  • Physical ability to perform the duties of the position.
