Vancouver Coastal Health is looking for a Senior Director – Strategy, Operations & Advanced Analytics to join the team. Reporting to the to the Executive Data and Analytics Officer, Decision Support, the Senior Director – Strategy, Operations & Advanced Analytics will lead a team that will be responsible for implementing VCH's analytical and data-driven strategic initiatives, overseeing advanced analytics, strategy development, data literacy, and operations, with a multi organizational lens. The ideal candidate will possess a blend of technical expertise, business acumen, and leadership skills, ensuring that the organization leverages data and analytics for optimal performance, growth, and innovation. This role will collaborate with key partners including executive leadership, clinical and operational leaders, Ministry, CIHI and other external organizations as well as counterparts in Provincial Health Services (PHSA), Providence Health Care (PHC) and other Health Authorities across the province.

As a Senior Director – Strategy, Operations & Advanced Analytics with Vancouver Coastal Health you will:

 

Oversees the provision of the following across the organization:

Advanced Analytics:

  • Oversees the consistent development and deployment of predictive, prescriptive, and statistical models.
  • Leads a team of data scientists who are responsible for transforming and interpreting large and complex data sets.
  • Drives the utilization of emerging analytical techniques, technologies, and tools to improve efficiency and further the advance analytics strategies within the organization

Strategy:

  • Influences strategy through data-driven insights and recommendations.
  • Partners with cross-functional teams to develop data-driven strategic initiatives that drive business growth and operational excellence.
  • Ensures that analytics findings and recommendations are integrated into business planning and execution.

Data Literacy:

  • Fosters a data-driven culture by leading educational initiatives aimed at increasing organizational data literacy.
  • Collaborates with HR and department heads to design and deploy VCH’s data literacy training programs.
  • Serves as a subject matter expert and resource for teams across the company seeking to leverage data in their roles.

Operations:

  • Champions agile methodologies within the analytics team, ensuring swift response to changing business needs and priorities.
  • Explores and implements Robotic Process Automation (RPA) solutions to streamline operational processes as well as other process improvement software.
  • Designs and executes staff education programs to ensure a high level of competency in modern analytical tools, techniques, and best practices.
  • Responsible for developing and maintaining the intake process for the department to ensure consistency and prioritization.

Innovation and Research:

  • Leads and fosters a culture of innovation, encouraging teams to explore and ideate beyond conventional boundaries.  This includes reviewing new software and integrating all tools across the department and other parts of the organization.
  • Develops, implements and oversees research data centre to ensure we stay at the forefront of industry advancements and technological breakthroughs.
  • Partners with external research entities, universities, or think tanks to drive collaborative innovation.

Qualifications

Education & Experience

  • Master’s Degree in Health Information Sciences, Business Administration or other relevant discipline.
  • Ten (10) to fifteen (15) years’ recent, related progressive leadership experience in the designated area or an equivalent combination of education, training and experience.

Knowledge & Abilities

  • Experience with systems thinking, planning, systems development, systems design, leadership development, succession planning, organizational development and building community under adverse conditions within a large complex organization.
  • A visionary strategic leader with the ability to inspire and motivate teams with strong stakeholder management skills.
  • Data Science and ML: In-depth knowledge of data science, machine learning, and deep learning concepts.
  • AI Technologies: Familiarity with a wide range of AI technologies, including natural language processing, computer vision, reinforcement learning, and more.
  • Experience in implementing advanced analytical models and algorithms.
  • Expertise in statistical analysis and hypothesis testing, A/B testing and experimentation methodologies.
  • Ethics and Compliance: - Awareness of ethical considerations and responsible AI practices, including data privacy and bias mitigation.
  • Change Management – Experience in guiding departments through cultural and organizational change
  • Experience in working in an agile environment at a large scale (multiple teams)
  • Excellent communication skills to articulate complex technical concepts to non-technical stakeholders.
  • Strong strategic thinking, problem-solving skills, and a track record of executing data-driven strategies.
